PART ONE Purpose, Scope, Legal Basis, and Definitions
Purpose
Article 1 - The purpose of this Regulation is to regulate the organization, management, working procedures, and principles of the Çanakkale Onsekiz Mart University Ibrahim Bodur Entrepreneurship Research Center, which is established under Çanakkale Onsekiz Mart University.
Scope
Article 2 - This Regulation covers the provisions related to the objectives, governing bodies, duties of governing bodies, and working methods of the Çanakkale Onsekiz Mart University Ibrahim Bodur Entrepreneurship Center established under Çanakkale Onsekiz Mart University.
Legal Basis
Article 3 - This Regulation has been prepared based on Article 7, Paragraph (d) of the first paragraph of Article 7 and Article 14 of Law No. 2547 on Higher Education.
Definitions
Article 4 - In this Regulation, the following terms shall mean:
University: Çanakkale Onsekiz Mart University,
Rector: Rector of Çanakkale Onsekiz Mart University,
Center: Çanakkale Onsekiz Mart University Ibrahim Bodur Entrepreneurship Research Center,
Center Director: Director of Çanakkale Onsekiz Mart University Ibrahim Bodur Entrepreneurship Research Center,
Center Board: Board of Çanakkale Onsekiz Mart University Ibrahim Bodur Entrepreneurship Research Center,
Center Advisory Board: Advisory Board of Çanakkale Onsekiz Mart University Ibrahim Bodur Entrepreneurship Research Center.
PART TWO Purpose and Activities of the Center
Purpose of the Center
Article 5 - The purpose of the Center is to conduct practical and research activities in the field of entrepreneurship and publish related works. It aims to examine the culture of entrepreneurship in our country, analyze problems related to the necessary conditions and constraints, develop solutions, create an archive, specialized library, and case database for the development of entrepreneurship. It also aims to assist in postgraduate education and conferences, seminars, and courses in entrepreneurship to be organized by the Çanakkale Onsekiz Mart University Institute of Social Sciences.
Activities of the Center
Article 6 - The activities of the Center are as follows:
a) To develop research on entrepreneurship, provide academic contributions to the entrepreneurial dimension of courses conducted at the master's and doctoral levels.
b) To collaborate with universities and various organizations working in the field of entrepreneurship, both domestically and internationally.
c) To ensure the teaching of the initiation, management, and growth of business ventures, encouragement, and understanding, as well as to compile recommendations for the development of entrepreneurship through collaboration with local and regional organizations. Create suitable models and programs at the local level, implement these programs collectively, and process the results.
d) To contribute to the success of aspiring entrepreneurs in our country through education and consultancy support, raising their knowledge and skills. Conduct necessary examinations to determine the administrative and legal framework that hinders the development of entrepreneurship, develop recommendations, and create solutions with relevant organizations, and define entrepreneurship as a career.
e) To attract students who want to start their own businesses, enter family businesses, or work in small and growth-oriented organizations to the Center and provide them with experience and knowledge.
f) To establish and develop a dialogue and collaboration focused on education and training between the business community and capital owners. Examine and disseminate success stories of entrepreneurship.
g) To conduct research on the liberal economic paradigm related to the role of entrepreneurship in achieving development, increasing gross domestic product, employment, collecting more taxes, increasing exports, and cultural and democratic development.
h) To create supportive mechanisms for the development of local and regional entrepreneurship in Çanakkale province, develop existing and potential private projects, and ensure the sharing of all kinds of knowledge and create a learning environment.
j) To focus on the intellectual capital and abilities of our university.
k) To cultivate entrepreneurship capabilities and entrepreneurial spirit across generations, educate and develop individuals who will ensure the success of advanced technology ventures, and manage relevant academic research topics.
l) To train well-educated entrepreneurial thinkers, prepare open-minded, questioning, debating, and changing students for evolving and new business environments, and provide support and guidance for researching and exploring.
m) To contribute to the development of our country by establishing and developing new and successful small businesses, increasing employment.
n) To facilitate internships for ÇOMÜ student entrepreneurs in companies established by Ibrahim Bodur, conduct research on entrepreneurship investment, export, growth, social assistance, leadership principles, and prepare theses on entrepreneurship culture, and organize scientific meetings with the participation of other leading industrialists, entrepreneurs, and businessmen.
o) To conduct research on women entrepreneurs.
p) To conduct studies to educate SMEs on entrepreneurship culture and improving their existing businesses.
r) To publish research on entrepreneurship and to disseminate new developments in the field of entrepreneurship to the industry and entrepreneurs by publishing a magazine called "Entrepreneurship and Development" twice a year.
PART THREE Management Bodies and Duties of the Center
Management Bodies of the Center
Article 7 - The bodies of the Center are as follows:
a) Board of Directors
b) Center Director
c) Advisory Board
Board of Directors and Their Duties
Article 7 - The Board of Directors consists of 4 or 5 faculty members selected for a term of three years from among the academic staff of Çanakkale Onsekiz Mart University by the Director and the University Board of Directors and 2 or 3 members to be appointed by Çanakkale Seramik Fabrikası A.Ş. and Kale Group.
The Board of Directors is a decision-making body that assists the Director in achieving the Center's objectives. It adopts the proposals and opinions submitted by the Director.
Center Director
Article 8 - The Center Director is a faculty member appointed for a term of three years from among the faculty members of the Faculty of Economics and Administrative Sciences at ÇOMÜ by the Rector. The Director's term can be renewed.
The Director represents the Center and is the executive authority of the Center. The Director chairs the Board of Directors and ensures that the Center's activities are carried out in line with the defined objectives.
The Director may select two deputies from among the members of the Board of Directors or the university faculty members, and the Deputy Directors shall carry out the tasks assigned by the Director. One of the Deputy Directors shall act on behalf of the Director in case of the Director's absence. If the acting duty lasts for more than six months, a new Director shall be appointed.
Advisory Board
Article 9 - The Advisory Board is an organ that contributes to the Center's work with recommendations and suggestions. The Chairman of the Advisory Board is the Center Director.
The members of the Advisory Board consist of five members to be appointed from among the academic staff of Çanakkale Onsekiz Mart University and twenty members to be appointed from among professionals known for their work in the field of entrepreneurship, especially from the business world. Advisory Board members are selected by the University Board of Directors for a term of three years from among the names proposed by the Center Director. Advisory Board members whose terms have expired may be reappointed. The Advisory Board shall meet at least once a year. A majority is not required for meetings.
The number of Advisory Board members may be changed upon the recommendation of the Center Director and the decision of the University Board of Directors.
Positions
Article 10 - The academic, technical, and administrative staff needs of the Center are met by the staff assigned by the Rector in accordance with the procedures.
PART FOUR Miscellaneous and Final Provisions
Article 11 - In matters not covered by this regulation, procedures are carried out in accordance with general provisions.
Authority
Article 12 - The ultimate authority on all matters is the Rector. The Rector may delegate this authority partially or completely to the Chairman of the Center Board of Directors.
Enforcement
Article 13 - This regulation shall enter into force on the date of its publication in the Official Gazette.
Execution
Article 14 - The provisions of this regulation shall be executed by the Rector of Çanakkale Onsekiz Mart University.
